Singapore Navy Launches Fifth Littoral Mission Vessel

Speaker of Parliament Mr Tan Chuan-Jin officiated at the launching ceremony of the Republic of Singapore Navy (RSN)'s fifth Littoral Mission Vessel (LMV), Indomitable, at the Singapore Technologies Marine (ST Marine)'s Benoi shipyard today. The LMV was launched by Mrs Tan Lik Ling, wife of Mr Tan.

Speaking at the ceremony, Mr Tan highlighted how the RSN has progressed over the last 50 years. He said, "The LMV demonstrates how the RSN continues to strengthen its capabilities for the future and continues to safeguard our sea lines of communication. At 50 years, the RSN has come a long way since her humble beginnings, with just two wooden boats, to today's professional and well-respected maritime force."

He credited the RSN's achievements to the indomitable spirit of its people and entrusted the Commanding Officer and his crew the honourable duty of living up to the ship's name. "The journey to build a capable Navy was not easy. We stand on the shoulders of generations of sailors who have helped built our Navy and have kept our waters safe."

The launch of the LMVs is a significant milestone in the RSN's continued transformation to keep Singapore's seas safe. The LMVs are faster, more versatile, and equipped with sharper capabilities to further strengthen the RSN's effectiveness in seaward defence. The LMVs can be quickly configured with mission modules to take on a wide spectrum of operations, allowing the crew to deliver calibrated responses using lethal and non-lethal options to deal with a range of maritime threats.

The LMV programme is progressing well. The first LMV, RSS Independence, was commissioned during the RSN's Golden Jubilee on 5 May 2017 by Prime Minister Lee Hsien Loong. RSS Independence was most recently involved in search and rescue efforts for the missing crew of the Dominican-registered dredger JBB De Rong 19 that collided with Indonesian-registered tanker Kartika Segara. The other three previously launched LMVs, Sovereignty, Unity and Justice are presently undergoing sea trials.

Also present at the ceremony were Chief of Navy Rear-Admiral Lew Chuen Hong, and senior officers from the RSN and the Defence Science and Technology Agency.

The safety and security of Australia and our interests around the globe has been significantly strengthened with the commissioning of the first Australian-built Air Warfare Destroyer, HMAS Hobart, today.

Hobart brings together the best of Australian and global technology to be one of the world’s most potent and lethal warships.  She will provide air defence for accompanying ships, in addition to land forces and infrastructure in coastal areas, and for self-protection against missiles and aircraft.

The commissioning of Hobart is the culmination of the hard work of thousands of Australians who built and delivered the future capability of the Royal Australian Navy. The crew and shipbuilders who have brought this new capability into service are to be congratulated on their achievement.

The Turnbull Government has committed to a continuous sovereign naval shipbuilding program that will keep our Navy equipped with the latest technology for generations to come and Hobart demonstrates our commitment and ability to meet that promise.

This sovereign continuous naval shipbuilding program will create thousands of jobs across the country and is another example of the Turnbull Government building and strengthening our defence capability and defence industry.

HMAS Hobart is the first of three Hobart class guided missile destroyers that will enter service in coming years and the third ship to carry the name, Hobart. Hobart will now undergo her test and evaluation period where she will integrate into the fleet and Navy personnel will train to operate the warship.

PCG Receives New Twin-Engine Speedboat

The Philippine Coast Guard (PCG) received a twin-engine 200Hp Yamaha Speedboat for use of PCG in southwestern Mindanao on Wednesday, September 20.

PCG District Southwestern Mindanao acting commander Captain Ronnie Gil L. Gavan received the said speedboat from the provincial government of Tawi-Tawi led by Governor Rashidin Matba.

“The said speedboat will be used for maritime security patrol as one of the main functions of the PCG,” PCG said.


9 Armoured Security Vehicles For Malbatt

BEIRUT (Bernama) -- The Malaysian Peacekeeping Mission (Malbatt) in Lebanon will receive a reinforcement of nine units of Guardian armoured security vehicles (ASV) in mid December.

Defence Deputy Minister Datuk Seri Mohd Johari Baharum said the assets which would be mobilised in January reflected the Malaysian government's commitment in the peacekeeping mission in Lebanon.

"Malbatt's assets have been upgraded to suit current needs and circumstances," he told Bernama and RTM on Thursday.

According to him, Malbatt presently has 46 RPZ Condor 4x4 armoured personnel carriers at its operation centre at Marakah Camp, located about 100km from Beirut.

He said members of the peacekeeping team had also been provided with digital camouflage uniform made of good textile, bullet proof and although thick, is light and therefore comfortable to wear.

"The government is concerned for the problems and welfare of our team in Malbatt. My last visit to Lebanon was three years ago and since then there had been many changes including relations between Malbatt and the local community," he said.

Mohd Johari said Malaysia was in the process of completing the 'Malaysian bazaar' which would provide a site and opportunity for local traders here to earn their livelihood.

"Malaysia's endeavour to help improve the economy of the local community has gained the attention and support of the people in Lebanon," he added.

Budget for Korean Corvette’s Transfer to PH Navy Approved

The Department of Budget and Management (DBM) has approved and forwarded the budget request worth PHP250 million to the Office of the President for the transfer of former Republic of Korea (ROK) Navy Flight III Pohang-class corvette ROKS Chungju (PCC-762) to the Philippine Navy, MaxDefense Philippines said.

ROKS Chungju was decommissioned from South Korean navy service in December 2016.

The Philippine government will be paying the South Korean government with token fee of USD100.

However, the Philippine government will handle the cost for the ship’s refurbishment to make it safe to sail from South Korea to Philippines.

“We have sent a letter to the Government of South Korea expressing our intent to acquire one Pohang class corvette. We are hoping to receive the vessel within the year,” DND public affairs chief Arsenio Andolong told PNA in April 2017.

“The transfer will be in the form of a donation, however, we will pay a token fee of USD100. The corvette will still undergo refurbishment, the cost of which we will shoulder,” he added.

JAKARTA, KOMPAS.com - Pemerintah ingin, dengan imbal dagang senilai 1,14 miliar dollar AS yang awalnya akan digunakan untuk mendapatkan 11 Sukhoi Su- 35, bisa mendapatkan pesawat lebih dari yang direncanakan.

Maklum saja, berdasarkan data Wikipedia, harga satu unit Pesawat Sukhoi Su-35 diperkirakan antara 40 juta dollar AS-65 juta dollar AS.

Artinya, dengan imbal dagang 1,14 miliar dollar AS, harusnya jumlah pesawat yang bisa didapat sekitar 15 unit - 17 unit.

Mardiasmo, Wakil Menteri Keuangan mengatakan, untuk mewujudkan keinginan tersebut pemerintah akan merenegosiasikan rencana pembelian jet tempur asal Rusia tersebut. Renegoisasi dilakukan atas perintah Presiden Joko Widodo (Jokowi). 

"Presiden hanya ingin harga dinegoisasikan supaya lengkap dapatnya, dinegoisasikan supaya dapat lebih banyak," katanya di Jakarta, Rabu (20/9/2017).

Mardiasmo mengatakan, negoisasi akan dilakukan oleh Ryamizard Ryacudu, Menteri Pertahanan dan Gatot Nurmantyo, Panglima TNI. Pemerintah berencana melakukan imbal dagang dengan Rusia untuk mendapatkan Pesawat Tempur Sukhoi Su-35.

Ryamizard mengatakan, dari imbal dagang tersebut pemerintah bisa mendapatkan 11 pesawat. Direktur Fasilitasi Ekspor dan Impor Kementerian Perdagangan mengatakan, dari sisi Indonesia, nantinya ada 16 komoditas yang akan dimasukkan ke dalam kesepatan imbal dagang dalam pengadaan Sukhoi tersebut.

Produk tersebut antara lain CPO beserta turunannya, tekstil dan furnitur. Selain itu, produk pertahanan buatan Indonesia juga akan masuk dalam komoditas yang diimbaldagangkan.

Ke-16 produk tersebut merupakan permintaan dari Rusia. "Dan saat ini kami sedang koordinasi dengan eksportir untuk memenuhi itu,"katanya. 


Thailand to Acquire Mk 54 Lightweight Torpedo Array Kits

Northtrop Grumman has been awarded a USD18.6 million contract to produce Mk 54 Mod 0 lightweight torpedo array kits for operators of the weapon including Thailand, according to information published by the US Department of Defense (DoD) on 19 September.

The contract combines purchases for the US Navy (USN), the UK’s Royal Navy (RN), and the Royal Thai Navy (RTN). About 5% of the contract value relates to materials and services that will be provided to the RTN under the US’ foreign military sales (FMS) programme, said the DoD.

According to Jane’s Weapons: Naval , the Mk 54 torpedo achieved initial operational capability (IOC) in March 2010 for deployments on surface ships, embarked helicopters, and the Orion P3C maritime patrol aircraft (MPA).

Varley selected for Australian production of SPIKE LR II missile

Varley Australia has announced a joint venture with Rafael Advanced Defense Systems for local production and assembly of high-end technologies in support of future Defence contracts.

Varley stated that it has been selected to create a state-of-the-art manufacturing facility in Australia that will provide production and support of the SPIKE LR II missile, after Rafael conducted a comprehensive assessment of Australian manufacturing facilities and operations.

The joint venture would be the first entity to manufacture the SPIKE LR II outside of Israel.
This partnership would provide the LAND 400 Phase 2 Combat Reconnaissance Vehicle program with a unique source for local production and sustainment that will last for decades, Varley stated.

“Rafael’s intent is to maximise opportunities for competitive Australian companies such as Varley,” said Giora Katz, Rafael executive vice-president, corporate business development and marketing.

“Through this partnership, we will transfer our production capability, enhancing the skills, technology and infrastructure of Varley, thereby ensuring Australia has total operational independence in its use of our technologies.”

Safran Providing Gun Target Designation, Surveillance System of PH Frigates

French company Safran Electronics & Defense will be providing the electro-optical tracking system of Philippine Navy’s upcoming frigates to be built by South Korean shipbuilder Hyundai Heavy Industries.

Safran Electronics & Defense announced in its website that it won a contract to supply the latest-generation PASEO NS (Naval System) to new frigates to be deployed by an Asian navy without mentioning the Philippine Navy and Hyundai Heavy Industries.

However, MaxDefense Philippines said it can confirm that the contract is with Hyundai Heavy Industries for the two frigates it is constructing for Philippine Navy.

According to Safran, PASEO NS “is used for both surveillance and fire control of naval guns of all calibers, especially 40, 57, 76 and 100 mm.”

Safran said PASEO NS sights will offer day/night target designation and surveillance capabilities.

“Gyrostabilized, it also features a video camera, Medium Wave Infrared channel and laser rangefinder,” it added. “The PASEO NS can detect and automatically track all threats, conventional or asymmetrical, from near the ship out to the horizon.”

JAKARTA, KOMPAS.com - Menteri Pertahanan Ryamizard Ryacudu mengungkapkan bahwa proses pembelian 11 pesawat Sukhoi Su-35 sudah memasuki tahap finalisasi.

Menurut Ryamizard, penandatanganan kontrak dengan pihak Rusia akan dilakukan pada November 2017.

"Finalisasi pembelian Sukhoi, ya sudah, sudah sampai (finalisasi), nanti tanda tangan selesai semua. November orangnya (pihak Rusia) ke sini," ujar Ryamizard saat ditemui usai rapat koordinasi khusus tingkat menteri di Kemenko Polhukam, Jakarta Pusat, Rabu (20/9/2017).

Setelah penandatanganan, lanjut Ryamizard, diperkirakan sebelas Sukhoi tersebut baru akan tiba setelah dua tahun. Meski satu skuadron terdiri dari 16 pesawat, namun pemerintah belum berencana untuk membeli lima Sukhoi sisanya.

"Ya dibuat dulu dia, dua tahun paling enggak," kata Ryamizard.

Sebelumnya, Pemerintah Indonesia dan Rusia sepakat melakukan imbal beli dalam membeli 11 pesawat Sukhoi SU-35 dengan sejumlah komoditas nasional.

Barter tersebut terealisasi setelah ditandatangainya nota kesepahaman (MoU) antara BUMN Rusia, Rostec, dengan BUMN Indonesia, PT Perusahaan Perdagangan Indonesia.

Menteri Pertahanan Ryamizard Ryacudu menegaskan bahwa pembelian Sukhoi melalui mekanisme imbal beli tersebut sesuai dengan Undang-Undang Nomor 16 Tahun 2012 tentang Industri Pertahanan.

"Ini baru pertama kali kita merasakan undang-undang itu sebelumnya belum terlaksana. Pembelian ini berdasarkan undang-undang, sesuai aturan," ujar Ryamizard saat memberikan keterangan pers di Kementerian Pertahanan, Jakarta Pusat, Selasa (22/8/2017).

Adapun Pasal 43 Ayat 5 (e) UU Industri Pertahanan menyatakan bahwa setiap pengadaan alat peralatan pertahanan keamanan (Alpalhankam) dari luar negeri wajib disertakan imbal dagang, kandungan lokal dan ofset minimal 85 persen, di mana kandungan lokal dan/atau ofset paling rendah 35 persen.

Sementara itu pihak Rusia hanya sanggup memberikan ofset dan lokal konten sebesar 35 persen, maka Indonesia menegaskan kembali bahwa pembelian Sukhoi ini dibarengi dengan kegiatan imbal beli yang nilainya 50 persen nilai kontrak.

Barter tersebut terealisasi setelah ditandatangainya nota kesepahaman (MoU) antara BUMN Rusia, Rostec, dengan BUMN Indonesia, PT Perusahaan Perdagangan Indonesia.

Menurut Ryamizard, skema tersebut akan menguntungkan Indonesia, sebab dua negara pengguna Sukhoi yakni Malaysia dan Vietnam akan melakukan pemeliharaan di Indonesia.

"Kami juga diberikan keleluasaan untuk pemeliharaan atau MRO. Jadi nanti ada tempat pemeliharaan, jelas, ada juga transfer of technology-nya. Jadi tidak usah dibawa lagi ke Rusia. Jauh dan mahal," ujar Ryamizard.

"Dengan ada di sini banyak untungnya. Apalagi yang punya Sukhoi-nya di asia ada dua yaitu Malaysia dan Vietnam. Mereka nanti akan melakukan pemeliharaan juga," ucap mantan KASAD itu.

Pada kesempatan yang sama Menteri Perdagangan Enggartiasto Lukita mengatakan, dengan skema imbal beli tersebut, Indonesia mendapat potensi ekspor sebesar 50 persen dari nilai pembelian SU-35.

Namun menurut Enggartiasto, Rusia belum memutuskan komoditas nasional apa yang akan dibeli.

"Persentase dalam pengadaan Su-35 ini yaitu 35 persen dalam bentuk ofset dan 50 persen dalam bentuk imbal beli. Dengan demikian, Indonesia mendapatkan nilai ekspor sebesar USD 570 juta dari USD 1,14 miliar pengadaan SU-35," ujar Enggar.


Australian AUV Pilots Complete Two-Week Course

Personnel from Mine Warfare Team 16 and the Royal Australian Navy Hydrographic School took part in an Autonomous Underwater Vehicles training course recently.

They were joined by participants from the Australian Maritime College, Tasmania and the University of California-Davis.

The two-week pilot course, conducted at HMAS Penguin’s Pittwater annex, aimed to provide a comprehensive foundation in preparation for the delivery of significant new maritime autonomous systems through project SEA1778 – Deployable Mine Counter-Measures, commencing in 2018.

Led by Dr Alexander Forrest, of the University of California-Davis, with assistance from members of the Australian Maritime College – Isak Bowden-Floyd, Supun Randeni and Peter King – the course aimed to provide the future operators with the skills they needed to handle, maintain and operate the vehicles in a safe and effective manner.

The first of its kind, the course included theory and practical lessons in Autonomous Underwater Vehicles technology, mission planning, fault-finding, launch and recovery, as well as data analysis and optimisation.

Participants used their new-found knowledge to plan, execute and recover the vehicle on a number of missions, as well as to process and analyse the data collectedduring the missions.

Commanding Officer Mine Warfare Team 16 Lieutenant Commander Ryan Carmichael said the experience was invaluable for the divers.

“A key component to the Autonomous Underwater Vehicle’s development program is maximising opportunities to engage with and learn from organisations already operating these vehicles, such as the Australian Maritime College and Defence Science and Technology Group, as well as our partner nations,” Lieutenant Commander Carmichael said.

“This course was an exciting step in the right direction for generating a deployable Mine Counter-Measure capability in support of maritime task groups of the future.”

In total, 15 hours of vehicle missions were conducted over 55 operational hours using two Teledyne-Gavia manportable vehicles.

They were provided by the Australian Maritime College as well as the Science and Technology Group.

The vehicles collected high quality sonar imagery and detailed bathymetric products of the ocean floor, including mooring blocks and miscellaneous items.

The successful course was the first step in the implementation of Autonomous Underwater Vehicles into Royal Australian Navy service.


Vietnamese Fleet will Add Three More Large Vessels

From now to early 2018, the Vietnam Navy and the Vietnam Coast Guard will put into service three large patrol ships and guards.

Last week, the first Gepard 3.9 rocket train belonging to Russia's second pair of ships to Vietnam was picked up by the super-heavy Rolldock Star ship.

The ship has officially left the port of Novorossiysk on the Black Sea, which is expected to last for more than a month.

Prior to that, Zelenodolsk Shipyard CEO Renat Mistahov announced that the couple's second Gepard 3.9 will be handed over in November.

So including the time to go to sea around January 1/1818 Vietnam will receive enough pairs.

At present, the Coast Guard has successfully completed the US Coast Guard (USCGC Morgenthau) (US Coast Guard) (WHEC 722) receiving vessel from the US Coast Guard, which has received the new number of CSB 8020.

As is customary for the duration of the transfer as well as the training process, it is very likely that the ship will leave for Vietnam after the end of September 2017.

Because of the swim from Honolulu to the water, not depending on the heavy transport ship, the cruise time in the sea will only take a few weeks.

Therefore, it may be possible for the Vietnam Coast Guard to put the CSB 8020 on duty before the Navy's 3.9 Gepard pair.

Thanks to the addition of three large ships in a short time, Vietnam's maritime power will increase significantly compared to the present.

In the near future, when deploying the project of building six new patrol boats in the country, plus 6 Japanese ODA-funded vessels, and some old ships delivered by Korea, Vietnam is capable enough to ensure Maintain the sovereignty of the sea island of the country.

Tingkatkan Kekuatan TNI AU, Lanud Atang Senjaya Kedatangan 2 Helikopter Dari PT Dirgantara Indonesia

TRIBUNNEWSBOGOR.COM, BOGOR BARAT - Lanud Atang Senjaya (ATS) Bogor menerima dua unit pesawat helikopter dari PT Dirgantara Indonesia, Selasa (19/9/2017).

Dua pesawat tersebut diantaranya adalah pesawat helikopter EC-725 AP Caracal dengan nomor registrasi HT-7205 dan HT-7206.

Penerimaan dua pesawat helikopter itu sendiri merupakan sisa dari total jumlah enam pesawat yang dipesan dari PT Dirgantara Indonesia, sebab sebelumnya telah diterima sebanyak empat pesawat.

Kehadiran kedua pesawat HT-7205 dan HT-7206 disambut dalam bentuk tradisi penerimaan pesawat yang berlaku di TNI Angkatan Udara Lanud ATS.

Asrena Kasau, Marsda TNI Fahru Zaini Isnanto mengatakan, dengan adanya tambahan dua pesawat tersebut maka kekuatan TNI Angkatan Udara secara umum dan Skadron Udara 8 Wing 4 Lanud ATS secara khusus akan bertambah.

"Pembelian pesawat helikopter EC-725 AP Caracal ini juga sekaligus melengkapi empat pesawat helikopter EC-725 AP Caracal sebelumnya," katanya dalam siaran pers yang diterima TribunnewsBogor.com.

Dia pun berharap dengan bertambahnya kekuatan pesawat tersebut, kegiatan operasi yang dilaksanakan Lanud ATS bisa semakin ditingkatkan.

“Kemudian juga dalam pelaksanaan kegiatan operasi, saya berharap dapat berjalan dengan aman dan lancar," terangnya.

Hal senada diungkapkan oleh Direktur Niaga PT Dirgantara Indonesia, Irzal Rinaldi Zailani yanga hadir dalam penerimaan dua pesawat itu di Lanud ATS.

“Dengan terus bertambahnya kekuatan pesawat di TNI Angkatan Udara yang semakin canggih, akan membuat Indonesia semakin disegani oleh negara-negara lain”, ucap Irzal.

Sebagai informasi, dalam kegiatan serah terima dua pesawat itu sendiri, Lanud ATS turut mengadakan kegiatan istighosah dengan menghadirkan 50 orang anak yatim dari panti asuhan Doratun Solihin Bogor untuk mendoakan agar pesawat yang baru tersebut dapat dipergunakan secara baik, aman dan lancar serta terhindar dari bencana.

Setelah Melaksanakan Major Servicing Hawk MK-209 Pulang Kandang

Penlanud Abd - Pesawat Hawk Mk-209 merupakan pesawat tempur ringan buatan Inggris British Aerospace (BAE) dengan nomor seri IS-002 dan nomor Registrasi TT-0204 masuk ke Sathar untuk pemeliharaan major servicing pada tanggal 26 Oktober 2016 dan 15 September 2017 pesawat tersebut telah selesai masa perawatannya dan siap mengikuti latihan operasi berikutnya.

Pesawat tempur Hawk Mk-209 TT-0204 milik Skadron Udara 12 Lanud Roesmin Nurjadin Pekan Baru Setelah hampir satu tahun mengalami pemeliharaan Major Servicing di Sathar 32 Depohar 30 Lanud Abd Saleh Malang, hari ini Jumat (15/9) diserahkan kembali ke home basenya bertempat di lapangan apel Sathar 32 Depohar 30 yang ditandai dengan penandatanganan berita acara penyerahan oleh Komandan Depohar 30 Kolonel Tek Edy Supriyono, SE kepada pilotnya Mayor Pnb Ferdinal Umar didampingi Kapten Pnb Martono disaksikan oleh Komandan Sathar 32 dan para pejabat Depohar 30 beserta anggotanya.

Satuan Pemeliharaan 32 (Sathar 32), satuan pelaksana dibawah Depo Pemeliharaan 30 (Depohar 30) Lanud Abdulrachman Saleh Malang mempunyai tugas melaksanakan pembuatan / perbaikan tingkat berat beragam pesawat tempur dari jenis Su-27/30, Super Tucano, Hawk 100/200 dan pesawat Cassa C-212.

“Setelah hampir satu tahun tepatnya tanggal 15 September 2017, Sathar 32 telah berhasil melakukan pengerjaan major servicing (servis berat) pesawat tempur Hawk Mk-209 dibawah komando Komandan Sathar 32 Mayor Tek Slamet Riyanto, S.T., dan telah dilaksanakan test flight beberapa kali dengan hasil baik.” Tegas Nya Hingga hari ini pesawat Hawk Mk-209 masih tes flight dengan melakukan terbang low pass di area Lanud Abd Saleh. Berdasarkan SPT: Spt/1769/IX/2017 Tgl 15-09-2017 Pesawat dinyatakan release rencananya hawk Mk-209 akan kembali ke sarangnya Tgl 18 September 2017.


P6.7B Allocated for Brand New Coast Guard Air, Sea Assets

The Philippine Coast Guard (PCG) has been allocated with PHP6.7 billion for the acquisition of sea and air assets in 2018, House appropriations committee member Surigao del Sur Representative Johnny Pimentel said. PHP3.1 billion was lodged in the budget of the PCG itself, while P3.6 billion is in the allocation of its mother agency, the Department of Transportation.

“The fresh funding will help pay for the acquisition of 10 newly built 44-meter patrol boats from Japan, of which five have already been delivered to the PCG,” Pimentel said.

The budget will also be used for the French-built four 24-meter fast boats and 82-meter vessel expected to be delivered in 12 months and in 2019, respectively.

The PCG is also acquiring two Japan-made 94-meter patrols vessels expected to be delivered in 2020 and 2021. “The 94-meter boats in particular can operate continuously for 15 days, so they can help reinforce existing Philippine Navy and PCG vessels that are now guarding our exclusive economic zone in the West Philippine Sea,” Pimentel said.

He added that the PCG is also spending PHP922 million for firearms, PHP686 million for a chopper meant for deployment aboard a boat and PHP682 million for smaller watercraft.

4000 new PCG uniformed personnel will also be hired in preparation for upcoming new assets. “We’ve increased from 8,930 this year to 12,930 in 2018 the authorized positions for uniformed PCG personnel,” Pimentel said.

PCG is also acquiring 7 to 15 meters high-performance rigid inflatable boats (RIBs) which can be deployed from bigger patrol vessels.

“These high-speed RIBs will be helpful in vessel interdiction and non-compliant boarding team operations. They can also help fight off terrorists as well as drug smugglers aboard motorized boats,” he said.


Indonesian Navy Outlines Specifications for Seventh LPD

The Indonesian Navy (Tentara Nasional Indonesia – Angkatan Laut, or TNI-AL) is in the process of outlining requirements for a seventh landing platform dock (LPD) ship, and is expected to request a sum of about USD72 million from the government for this acquisition, sources from the service’s headquarters in Cilangkap confirmed with Jane’s on 18 September.

This information has since been corroborated with an official from shipbuilder PT PAL in Surabaya, who confirmed that the company is in discussions with TNI-AL for a seventh LPD, but emphasised that a formal contract for the platform has yet to materialise. “The LPD is similar to the five vessels [already in fleet] and the one under construction, but it will be more complex”, the official told Jane’s , without giving further details.

PT PAL laid down the keel for the sixth vessel in Surabaya on 28 August. The platform is based on a design by South Korea's Dae Sun Shipbuilding and Engineering. The shipyard had previously constructed two similar platforms, KRI Banjarmasin (592) and KRI Banda Aceh (593), for the TNI–AL in-country.

Three earlier ships in the class, KRI Dr Soeharso (990), KRI Makassar (590), and KRI Surabaya (591), were built in Busan, South Korea by Dae Sun, with officials and engineers from PT PAL understudying the construction works under a knowledge transfer agreement. Dr Soeharso is currently operated by the TNI–AL as a hospital ship.


Sixth RAAF KC-30A Arrives at Amberley

The sixth Airbus Defence and Space KC-30A MRTT for the RAAF arrived at Amberley, south-east Queensland on September 1.

The former A330-203 airliner saw service with Qantas and Jetstar as VH-EBH and first flew in 2007. It was converted to MRTT configuration by Airbus Defence and Space at Getafe near Madrid and arrived at Amberley, where it will enter service with 33 Squadron, wearing its Spanish test registration MRTT039.

The aircraft requires the completion of airworthiness directive (AD) and service bulletin (SB) work, Australian Defence Business Review understands, as well as hardware and software configuration upgrades to bring it up to a common standard with the RAAF’s five existing KC-30As before being accepted into service.

Once the ADs and SBs have been addressed and signed-off on by an Airbus-certified authority the aircraft can be accepted onto the Commonwealth register as A39-006.

The RAAF’s seventh and final MRTT, also a former Qantas A330 – VH-EBI – is currently being modified to MRTT standard at Getafe. Along with its standard air-to-air refuelling capabilities, A39-007 will also feature a “government transport” VIP interior. It is due for delivery in late 2019.

The government approved Project AIR 7403 Phase 3 for the acquisition of two additional KC-30As in June 2015.


Tahun Depan, Pindad Produksi 100 "Medium Tank" Pesanan Kemenhan

BANDUNG, KOMPAS.com - PT Pindad bersama FNSS Turki tengah membuat dua unit purwarupa medium tank. Satu medium tank saat ini sudah selesai dan segera menjalankan tes ledak.

"Satu dibuat di Turki satu dibuat di Indonesia. Prototipe pertama sudah selesai dan akan ditampilkan dalam parade 5 Oktober 2017 (HUT TNI) mendatang," ujar Direktur Utama PT Pindad Abraham Mose seusai sarasehan industri pertahanan di PT Pindad, Jalan Gatot Subroto, Kota Bandung, Senin (18/9/2017).

Abraham menjelaskan, purwarupa pertama akan menjalani tes ledak setelah dipamerkan 5 Oktober 2017. Tes ledak akan menyempurnakan purwarupa kedua yang akan dibuat di Indonesia. 

"Apa akan terjadi perubahan deformasi. Kalau terjadi deformasi baru kita lanjutkan prototipe kedua sehingga betul-betul sempurna," tuturnya. 

Setelah sempurna, PT Pindad akan mulai memproduksi pesanan medium tank dari Kementerian Pertahanan sebanyak 300 unit. Pengerjaan dilakukan 2018 mendatang.

"Kebutuhan (Kemenhan) paling tidak sampai 300 unit. Tapi tahun pertama 100 dulu," jelasnya.

Abraham menambahkan, PT Pindad dipastikan tidak bekerja sendiri dalam memproduksi 100 unit medium tank pesanan Kementrian Pertahanan.

Meski sudah memesan,  PT Pindad belum bisa membeberkan nilai kontrak produksi 100 unit medium tank. Sebab hingga kini, harga jualnya belum diketahui.

"Tahap pertama belum bisa sendiri. Kerja sama dengan siapa, kita akan tetapkan nanti untuk menyuplai baja dan lain-lain," ungkapnya. 

Mengenai keunggulan produk, Abraham mengatakan, medium tank tidak jauh berbeda dengan tank leopard yang sudah diproduksi sebelumnya. "Medium tank ini lebih kecil sedikit dari Leopard. Kurang lebih sama kemampuannya, battle tank medium," tandasnya.

TRIBUNJABAR.CO.ID,BANDUNG- Menteri Pertahanan RI, Ryamizard Ryacudu, meninjau kesiapan turret dalam mendukung medium tank pertama buatan dalam negeri hasil pengembangan bersama FNSS Turki pada acara sarasehan industri pertahanan, di PT Pindad (Persero), Senin (18/9/2017).

Menhan meninjau secara langsung kesiapan progress Medium tank beserta turret 105 mm kerja sama dengan CMI Defense Belgia.

Sarasehan ini juga dihadiri oleh Direktur Utama beserta Direksi dari industri strategis dan swasta.
Proyek medium tank adalah program negara yang termasuk pada 7 pengembangan strategis Kemhan.

Proyek medium tank dimulai pada tahun 2015, dan pada 5 Oktober 2017 nanti akan tampil dalam puncak perayaan HUT TNI ke-72 di Cilegon.

Direktur Utama Pindad, Abraham Mose mengapresiasi dukungan Menhan yang terus mendorong industri pertahanan dalam negeri untuk memenuhi kebutuhan Alutsista negara.

“Sarasehan ini merupakan atensi dari Menhan terhadap perkembangan terkini dari kesiapan indhan khususnya BUMNIS dalam mendukung Alutsista TNI dan Polri. Pindad merancang medium tank ini untuk melengkapi dan memenuhi kebutuhan alutsista dalam menjaga kedaulatan NKRI,” kata Abraham Mose.


New PH Patrol Vessels Built by Japan Spotted

The Philippine Coast Guard’s (PCG) sixth and seventh 44-meter Parola-class Multi-role Response Vessels (MRRV) surfaced online through photo and a video. These vessels are being named after primary lighthouses in the country to denote their significance as one of the navigational aids in the maritime industry.

The sixth vessel, BRP Sindangan (MRRV-4407) was shown in a video suggesting the vessel is conducting sea trials. While probably the seventh (MRRV-4408), named BRP Cape San Agustin was shown docked in a photo.

These vessels are part of the 10-order deal with Japan Marine United Corporation (JMUC) under PCG’s Maritime Safety Capability Improvement Project (MSCIP) Phase I.

The fifth vessel, BRP Suluan (MRRV-4406) was received August 7. Deliveries are expected every quarter from the first delivery conducted August 2016.

According to MSCIP, these vessels will act as (1) “primary rescue vessels within the PCG District’s areas of responsibility (AOR) when the extent of the disaster is beyond the capability of floating assets deployed within the area.”

The MRRVs will also (2) assist in controlling oil pollution and protection of the marine environment. (3) These vessels will also enforce applicable maritime laws within the designated AOR, particularly relating to illegal fishing and sea patrol. The vessels will provide (4) service as platform for rapid response during relief operations in the area, and (5) transport of personnel and logistical support.


Pengembangan Anoa Sebagai Ranpur Infanteri Mekanis

Tahun 2006, Pindad dan BPPT memulai pengembangan APS-3 yang tidak hanya bisa bermanuver di darat tetapi juga di perairan dangkal dan danau. Pengembangan ini menghasilkan varian 4×4, dan selanjutnya disempurnakan untuk diaplikasikan kemampuan amfibinya untuk varian 6×6. Uji coba varian pertama dilakukan awal tahun 2007 dan pada 10 Agustus 2008, 10 panser pertama APS-3 ANOA diproduksi. Tahun 2009, panser pertama diserahterimahkan kepada Kementrian Pertahanan.

Karena performa ANOA yang bagus dan adanya program kemandirian Alutsista yang digalakkan oleh Kementrian Pertahanan, PT. Pindad terus mengembangkan ANOA ke dalam beberapa varian. Khusus jajaran TNI AD sendiri, ANOA menjadi salah satu kendaraan tempur wajib yang harus dimiliki Satuan Infanteri Mekanis untuk mendukung tugas pokoknya.

Saat ini TNI AD mulai mengembangkan beberapa Brigade Infanteri (Brigif) di Indonesia menjadi Brigif Mekanis, diantaranya ; Brigif Mekanis-1/Pengaman Ibu Kota/Jaya Sakti di bawah Kodam Jaya, memiliki 3 Batalyon Mekanis (Yonif Mekanis-201/Jaya Yudha, Yonif Mekanis-202/Tajimalela dan Yonif Mekanis-203/Arya Kemuning), Brigif Mekanis-6/Trisakti Baladaya di bawah naungan Divisi Infanteri-2 Kostrad, yang menaungi 3 Batalyon Infanteri Mekanis (Yonif Mekanis-411/Pandawa, Yonif Mekanis-412/Bharata Eka Shakti dan Yonif Mekanis-413/Bremoro). dan Brigif Mekanis-16/Wira Yudha di bawah naungan Kodam V/Brawijaya, yang menaungi 3 Batalyon Infanteri Mekanis (Yonif Mekanis-512/Quratara Yudha, Yonif Mekanis-516/Caraka Yudha dan Yonif Mekanis-521/Dadaha Yudha).

Beberapa satuan di luar Jawa juga mulai dilengkapi dengan Ranpur ANOA untuk menunjang tugas pokoknya, seperti Yonif-113/Jaya Sakti di Kodam Iskandar Muda, Yonif Raider-134/Tombak Sakti di Kodam I/Bukit Barisan dan Yonif Raider Khusus-744/Satya Yudha Bhakti di Kodam IX/Udayana. Walaupun dalam pelaksanaannya belum terdukung sepenuhnya, TNI AD berupaya memenuhi kuota jumlah kendaraan tempurnya agar sesuai TOP (Tabel Organisasi dan Perlengkapan).

Tiga Batalyon Lagi

Selain itu, kedepan, TNI AD berencana membentuk tiga Batalyon Infanteri Mekanis lagi di tiga komando daerah militer (Kodam) untuk menghadapi ancaman sesuai perkembangan lingkungan strategis global yang makin dinamis dan beragam. Pembentukan tiga Batalyon Infanteri Mekanis merupakan bagian dari penataan organisasi Angkatan Darat menghadapi tuntutan dan kebutuhan organisasi, agar lebih efektif dan efisien dalam pelaksanaan tugas.

Dari uraian di atas, menunjukkan bahwa ANOA merupakan salah satu Kendaraan Tempur (Ranpur) yang mumpuni jika dihadapkan dalam kondisi perang maupun tugas-tugas pengamanan. Ditambah performa gaharnya, tidak salah jika pimpinan TNI AD menempaatkan ANOA sebagai salah satu Alutsista yang dibutuhkan Batalyon Infanteri Mekanisnya. Pengakuan terhadap ANOA, produk karya anak bangsa ini, menjadi salah satu bukti kemandirian dan kemajuan sektor industri pertahanan Indonesia untuk memenuhi kebutuhan Alutsistanya di masa kini dan masa mendatang, khususnya TNI AD.
